Earlier this summer, a constituent reached out to my office who needed help securing a passport in time for an important work conference.

My office helps constituents obtain rush passports all the time – but in this case, the constituent needed a passport with the new “X” gender marker, for individuals who identify as unspecified or another gender identity. The problem was, the only passport agency that processes rush passport applications with the X gender marker is in Washington, DC. If they went to the local passport agency in Los Angeles, they would have had to apply for a passport with the incorrect gender marker.

Furthermore, we learned that while right now individuals can apply for a regular U.S. passport with the X gender marker, that service has yet to be expanded to all the international travel documents and conveniences many people have access to such as emergency passports, passport cards, and Trusted Traveler programs like Global Entry.

Luckily, we were able to get this constituent a passport with the correct gender marker in time for their conference. But it brought an issue to our attention that we feel needs to be resolved immediately.

Today, I sent a letter to the Secretaries of State and Homeland Security encouraging them to expand access to gender-affirming markers for all of their travel services and documents. All Americans, regardless of their gender identity, should be able to work, study, and travel abroad with full dignity and respect for who they are.

It was a tremendous honor to accept the Advocate for Justice Award at the ANCA-WR’s 2022 Awards Gala, and to meet with Artsakh Foreign Minister David Babayan.
I share this award with the entire community, because there are no greater advocates for justice than the Armenian people.

This year has been a great trial for the Armenian people. Halfway around the world, they have been the victims of an unprovoked war of aggression by two large and powerful states, Azerbaijan and Turkey. The people of Armenia and Artsakh have known terrible suffering, loss of homes, torture and loss of life. And the quest for justice, after the trauma of genocide over a century ago, begins anew, for there are new losses, in the midst of a new war of potential annihilation.

My heart breaks for those whose families and loved ones have been lost, for those who have been displaced, and for those who are living in fear every day of another attack.
This bloody war of aggression against Armenia and Artsakh must be stopped, once and for all. American aid to the murderous state of Azerbaijan must be stopped, once and for all, its aggression condemned without equivocation or hesitation. And there must be justice. Justice for the victims. And accountability for the perpetrators of rape, murder and mayhem. All must be held to account.

Today and every day, I stand proudly with the people of Armenia and Artsakh, and especially with my constituents in the Armenian community. Your strength and resilience have been one of a great inspiration throughout my time in public service. And I’m proud to fight for justice by your side.

In case you missed it: through its new “Cool LA” Initiative, LADWP announced it is TRIPLING the rebates it offers for room air conditioners (from $75 to $225) for income-eligible customers.

Income-eligible customers are those who currently participate in one of the following programs: EZ-SAVE Program, Senior Citizen/Disability Lifeline Program, Physician Certified Allowance Discount, and Life-Support Equipment. This rebate is only available on the purchase of *up to 2* room air conditioners. All other LADWP customers remain eligible for a $75 rebate for room air conditioners.

In addition, through the “Cool LA” initiative, LADWP announced a new billing program that will allow ALL customers to pay a monthly recurring amount, based on their past usage and costs, to help them budget better during the summer months.

As we commemorate Native American Day, it is important that we recognize that we cannot simply acknowledge our Native American population on celebrations or holidays, but we must follow through and support them 365 days.

Armenia Independence day

On this Armenian Independence Day, I stand in solidarity with the Armenian people – the survivors of the first genocide of the 20th century – during this extraordinarily painful and precarious time. Last week’s unprovoked attacks by Azerbaijan were yet another direct assault on Armenia’s sovereignty, and an appalling escalation of the Azeri violence that has devastated the Armenian people over the past two years. My heart breaks for those whose families and loved ones have been lost, for those who have been displaced, and for those who are living in fear every day of the next attack or invasion.

The terrible tragedy is that these attacks – and indeed, the war and ongoing aggression of the past two years – could have been prevented, if the international community, and the United States, had condemned the clear instigator in this conflict, Azerbaijan, instead of using the language of false equivalence. If Azerbaijan had been called out for its continual acts of aggression in the past, President Aliyev may not have felt emboldened to expand his attacks on Armenia and Artsakh. Time and time again, the world has failed to hold Aliyev accountable for his belligerence, creating an environment in which he believes he can invade internationally-recognized Armenian towns and territories with impunity.

That’s why it is essential for the United States to not just condemn Azerbaijan and its leader for this naked war of aggression, but to take immediate and meaningful action to stop it. My fellow co-chairs of the bipartisan Congressional Caucus on Armenian Issues have crafted legislation that would cease all assistance to Azerbaijan. And I believe we must go even further – cutting off the Aliyev regime permanently, and exploring sanctions. I will continue to work with my colleagues to develop additional legislation in response to Azerbaijan’s ongoing disregard for international legal standards in its unprovoked, unjustified, and unlawful attacks against Armenia and Artsakh.

This bloody war must finally be stopped, once and for all, political prisoners must be released, and there must be justice and accountability for the war crimes committed by Aliyev and his enablers. Today and every day, I stand proudly with the people of Armenia and Artsakh, and especially with my constituents in the Armenian community. Their strength and resilience have been one of my greatest inspirations during my time in public service, and I am honored to be their voice in Congress.

On this Armenian Independence Day, I stand
